Bill is a native Virginian born in Bristol. He has been a Prince William County resident since 1996. Previously he resided in various communities of Fairfax County, the last being on the Pohick Bay side of the Mason Neck Peninsula.

Early experience includes consulting for commercial property developers in Tysons Corner, VA and Scottsdale, AZ, a variety of land use operations from Leesburg to Myrtle Beach, and in many aspects of planning and marketing for projects in Centreville, Leesburg, the Dulles Corridor and the Route 234 sector of Prince William County. Long range land use impact and historic preservation issues were pivotal in virtually all of those projects. Clients included large regional and publicly traded companies.

Bill is an Associate Broker with the Woodbridge Office of Long & Foster Realtors. He is a Certified Commercial Specialist, a National Association of Home Builders Certified New Homes Sales Professional, a Seniors Real Estate Specialist, a member of the Realtor Land Institute, and a frequent teacher of Realtor Continuing Education. Bill manages the Virginia Real Estate Group (VREG) concentrating in Land and Commercial transactions. His wife, Peggy Holloway Burke, is the President of BurkeWorks, Inc.(BWI) specializing in the entire range of Residential transactions. VREG and BWI are Entity Licensees consistently named among Long & Foster's highest level producers.

Bill specializes in providing advisory and brokerage services to churches including collaborative assignments throughout the US. He also serves as the President of the Board of Directors of the Titus Institute for Church Planting, a 501(c)(3) organization based in Chantilly, VA http://www.tituschurchplanting.org.
